Communication

Communication is key to the success of many industry sectors. If risk management in relation to temporary works is to be successful, then communication between all stakeholders is key. A clear and timely exchange of information between all parties involved in temporary works helps to ensure everyone is aware of the design, the risks, and their responsibilities.

 

Coordination

This involves the systematic planning and control of all temporary works activities. Good coordination ensures all temporary works are integrated with the overall construction project and do not present any risks. This means ensuring the people, process, and the product are always aligned.

The risks posed by temporary works can be significant, and can include:

  • Structural failure: Inadequate design or maintenance can lead to collapses or other dangers which can hamper progress and pose a risk to life.
  • Accidents: Risks of falls from height, equipment failure, or improper use of scaffolding can occur.
  • Inadequate maintenance: Poor maintenance of temporary works can lead to instability and increased risk.
  • Unauthorised changes: Modifications to temporary works without proper design and approval can increase risks.
  • Weather and ground conditions: Instability can arise from adverse weather or ground conditions. In this instance, regular assessments – and any proposed safety measures – are necessary.

To manage these risks, it is essential to appoint a Temporary Works Coordinator (TWC) and ensure that all temporary works are properly planned, designed, and maintained.

 

Cooperation

A collaborative environment where all stakeholders work together is crucial for site safety. The sharing of information, and active contribution to the safe design, implementation, and dismantling of temporary structures can save lives.

 

Competency

All individuals involved in temporary works, from designers to site personnel, must have the necessary skills, knowledge, and experience to perform their roles safely and effectively.

The Construction Industry Training Board (CITB) highlights the 4 C’s in its training for Temporary Works Coordinators and Temporary Works Supervisors. They stress their importance for understanding responsibilities and managing temporary works safely.
