New Roads & Street Works Assessments

New Roads and Street Works Act requires that anyone who works for or on behalf of a utility company is qualified for their job.

Any street works site must have at least one qualified New Roads and Street Works operative on-site at all times during works. The site must have a qualified supervisor appointed to the site who can oversee the works.

Who is an NRSWA Operative?

Those who carry out the manual excavation and reinstatement of footpaths and highways.

What NRSWA Training do I need to be an NRSWA Operative?

A New Roads and Street Works Course includes the units for the work you are going to carry out. The 5-day courses combine the units of competency listed below. The most popular courses cover units 1 to 6 & 9.

What do I get from the NRSWA Training course?

New Roads and Street WorksSuccessful completion of the New Roads and Street Works Training course will, therefore, result in you gaining a City & Guild or CABWI certificate. Each unit and a Street works card Ticket will be an example of competence. The card is valid for 5 years.

NRSWA training courses are mainly practical. The delegates will have some written work.

The course covers the following units:

  • 001 – Location & avoidance of underground apparatus.
  • 002 – Signing, lighting and guarding.
  • 003 – Excavation on the highway.
  • 004 – Reinstatement & compaction of backfill materials.
  • 005 – Reinstatement of sub-base & road in non-bituminous materials.
  • 006 – Reinstatement of cold-lay bituminous materials.
  • 007 – Reinstatement of hot lay bituminous materials (subject to centre).
  • 008 – Reinstatement of concrete slabs (subject to centre).
  • 009 – Reinstatement of modular surfaces and concrete footways.

NRSWA Supervisor

The New Roads and Street Works Act require that anyone who executes works for, or on behalf of a utility company, is qualified for the activities being carried out.

New Roads & Street Works ActAny street works site must have at least one qualified operative on-site at all times during work, and the site must have a qualified supervisor appointed to the site who can oversee the works. The supervisor need not be on-site at all times but must be able to adequately carry out the role. The supervisor qualification does not replace or overrule the operative qualification and one person cannot cover both roles at the same time.

Who Should Attend?

Courses are designed for candidates to perform supervisory duties; rather than operatives who physically carry out the work on the roadways and highways. Courses vary in their combinations of the units to, therefore, provide delegates with the skills and knowledge to perform supervisory duties. They will also need to be following the Street Works Act 1991.

Written work is included in the course.

The course covers the following units:

  • 001 – Location and avoidance of underground apparatus.
  • 010 – Monitoring, signing, lighting and guarding.
  • 011 – Monitoring excavation on the highway.
  • 012 – Monitoring reinstatement & compaction of the backfill layer.
  • 013 – Monitoring reinstatement of sub and road base in a non-bituminous material.
  • *014 – Monitoring reinstatement of bituminous materials.
  • *015 – Monitoring reinstatement of concrete slabs.
  • 016 – Monitoring reinstatement of modular surfaces and concrete footways.
